Okay to start, the weapon name of the gun for the Bullies team would be similar to the rifle kit in paintball. It would not be titled rifle and it in my opinion gives the image of a spitball for example. Maybe the texture pack can be edited to make this even show it as a straw so you can shoot a "spitball". This eliminates the idea of "promoting school shootings" because I 100% agree that this is the message we ARE NOT trying to send. It also eliminates the idea of the guns like shotgun being overpowered in this game mode.
Also when you say the bullies are bound to win, look at area51raid there is a lot more upstanders than bystanders meaning that every full iron bully would technically be able to have 4 upstanders on them. (4:1 ratio). There is no telling who wins. But maybe we should even add the sniper kit for spitballs too because 4:1 ratio against the bullies may make the game too easy. But you did mention this, if you played area51raid there was a 30 something to ~8 ratio and the infiltrating team almost always won.
Next, these kits for the upstanders team is completely based off of the area51raid kits, so the balancing worked out then. Plus we want them to use the upstander kit to show that being an upstander is better than being a bystander. In terms of real life- a bystander is someone who sits and watches but an upstander is someone who does something about it. Hence why I made bystander have the ability to get thru iron bars so they could go "watch" because they don't have a double jump that would allow them to move around and kill a bully easily. Finally, we aren't necessarily teaching the upstanders to hurt the bully in any way shape or form. Hence upon death the bullies get sent to the principals office and have to walk back from there. Their "death" is being sent to the principles office temporarily. Similar to how upon "death" of a upstander, they just let's say had to go to the bathroom to get rid of a spitball stuck in their hair.
Thank you for your opinions though, this did make me realize a few things that could be improved and it's also very eye opening for other viewers for me to have the chance to explain this further!
The Area51 was renound for being unbelievable unbalanced, so I think you picked the worst possible game to duplicate these kits from.
Sorry I can't comment on anything else right now, I've got to go but by this time tomorrow I'll have responded to everything else you said, as I appreciate how much time it takes to write a post like that.
I like the idea of where you are coming from and I appreciate the time it took you to type this, but I don't necessarily agree with the background information you gave us. Like mentioned by many lovely people, the weapon name isn't exactly the best to begin with. @KerbalBoy stated many fantastic points to consider. This game seems to be based of A51 and to be honest with you, I don't want another version of that game. Also @KerbalBoy also stated how unbelievably unbalanced the A51 game was. I honestly don't think choosing that game was the best game to replica the kits and the game etc... I hate to sound negative on other people's ideas, but I just don't want to reel in another A51 game. I think people should let go of the code, since there isn't a point on holding on to it.
I think with a few tweaks, your game could turn to be out perfect!
-Change the weapon names
-Try to not duplicate everything from A51
-Also consider most points that @KerbalBoy said in that post on PAGE 1

I like the original idea of the game. Just reading made me thinking about the chaos as a larger group of people trying to escort somebody is forced to face a smaller but more powerful group of bullies. The grenade part is a little whack, but all the other aspects of the game seem to fit well. Maybe you could give the Bystanders and Upstanders just a bit of armor? (Leather hat and chestplate?)

Making a texture pack would take alot of time, despite the game code basically being copy-pasted. In my opinion, it's not worth the effort.
In a regular 4v1, the 1 will be combed into oblivion, and they won't be able hit anyone with a sword. But no matter how much you combo someone, you will always be able to be shot if that person has a bow. This is why bowspammers are annoying.
Now, replace the bow with a rifle, and deck the 1 out in full iron. And since this is a quick game, it's unlikely the Upstanders will have time to get into groups and attack in 4v1s. There needs to be balancing.
Making Upstanders much stronger than Bystanders is a very good idea in information leaflets etc - it highlights your message.
But we're not making a leaflet. We're making a game. And games need to be balanced, otherwise they become stale, and a waste of server space.
Deliberately planting balancing issues is not a good idea. The kits need to be reworked.
This point would stand if it weren't possible for the fact that you decided to use a texture pack, and still gave the Upstanders knives. That's not very peaceful.
You also named the swords 'Bully Bludgeoner'. How does this not spread violence?
